		<description>I don&#039;t have access to the full article but i would ask what happened in areas of higher age and lower FP&#039;s.  What did the patients do for their medical care.  I think, the implication is they waited longer and had only modest adverse effects on their health.  But did they choose alternate sources of care or private care in more remote locals?
