		<description>I find it interesting that Policy makers and Insurance companies wouldn&#039;t answer whether, P4P improves the quality of medical care. That should be a fairly easy question to answer. Isn&#039;t the objective, that we improve our health care system without causing more problems or costing more money? It doesn&#039;t seem like a very efficient system when the results aren&#039;t likely to be increased care but rather better documentation of the care given...Who wins in this P4P system?</description>
